Preheat the oven to 400F.
Spread the French rounds onto a baking sheet lined with parchment paper or tinfoil. In a food processor, process the cream cheese, Mexican cheese, jalapenos, salt and pepper until well blended, tasting for seasoning and adjusting as necessary. Using a spoon or small spatula, spread a spoonful of the cream cheese mixture on each French round, covering the surface of the rounds completely.
Bake for 12-15 minutes until warm throughout. Remove from the oven and sprinkle chives on each French round. Serve immediately.
