Combine sugar and water in a small saucepan over medium heat. Stir to combine and simmer until sugar has dissolved, about 5 minutes. Measure out 1 oz of the simple syrup and reserve.
In a cocktail shaker, muddle 4 blackberries with the orange bitters and 1 oz of the simple syrup. Fill shaker halfway with ice. Add the wine and 2 oz of orange juice, shake vigorously and then strain into a coupe or martini glass. Top with about 2 oz of Perrier. Cut an orange slice from the remaining orange half and float on top of the drink.

Very fresh tasting drink and perfect for folks who are not regular wine drinkers. I particularly liked the fresh orange juice and felt the Bogle Phantom wine was delicious in this. I am not a heavy drinker and really enjoyed this cocktail. May not be for you if you are wanting something a little harder.
